China's Grid Dependence: A Hurdle in the Transition to Renewable

China will continue phasing out fossil fuels and reforming its electricity system, the National Energy Administration said. In a white paper released Thursday, the agency highlighted past achievements but provided few new details on future energy transition plans.

NEA head Zhang Jianhua announced efforts in China under way with electricity system reforms, expansion of the spot market, promoting green electricity trading, and gradually replacing fossil fuels with renewable sources of energy. "Market-oriented reforms will start to stimulate this transition," he says.

Zhang said, at a State Council press conference: "China alone has committed 676 billion to its energy transition in investment, accounting for 38 percent of global energy transition investments, BloombergNEF found." The country is considered to be leading the way in transition to renewables, but its power grid still remains dependent on coal.

On the question of whether China's carbon emissions might top before its 2030 target, deputy planning director Song Wen confirmed that the country remains committed to its "dual carbon" goals: China has already achieved its target of 1,200 gigawatts of wind and solar capacity six years ahead of schedule.

While speculation about setting more ambitious targets for renewable energy by 2030 was rife, Li Changjun, director of the new-energy department said that future targets would be based on national conditions.
